I have a female Abby who is obsessively visiting the litter boxes?

She sits in them, acting like she has to go, then scratches/buries FOREVER, then grooms herself downstairs. It doesn't seem like UTI, as she is pretty happy and seems perky energy-wise. She's been doing this for awhile. I'm assuming it is a behavior problem. Any ideas out there. It's killing my sleep.
